<titre>Resume</titre>La course à l’énergie est bien présente dans tous les pays. Toutefois, plusieurs facteurs conditionnent l’accès et l’exploitation des ressources. Outre les cours fluctuants du marché mondial, l’action gouvernementale est aussi reconnue comme influençant le dynamisme du secteur énergétique. À partir de l'exemple québécois de l'exploitation du gaz de schiste, cet article nous apporte des éléments de compréhension sur la capacité des instruments publics à réguler un secteur énergétique naissant. Il nous éclaire notamment sur la régulation foncière agricole qui apparaît ici peu déterminante pour contenir les demandes de l’industrie.
