EL PREAMBULO DEL TEXTO DEL TRATADO DE Libre Comercio de America del Norte contiene las intenciones que llevaron a Canada, Estados Unidos y Mexico, a firmar ese instrumento: crear un mercado mas extenso y seguro para los bienes y los servicios producidos en sus territorios; establecer reglas claras y de beneficio mutuo para el intercambio comercial; fortalecer la competitividad de sus empresas en los mercados mundiales; alentar la innovacion y la creatividad; y fomentar el comercio de bienes y servicios que esten protegidos por derechos de propiedad intelectual.
