Polysémique, le concept de résilience est mobilisé depuis une dizaine d’années dans le domaine de la gestion du risque, à l’échelle internationale et nationale. Ainsi, le concept est incorporé dans les politiques publiques de gestion du risque au Costa Rica pour aborder l’échelle locale du risque et renforcer la capacité de réponse des habitants face aux événements. Des Comités de riverains de gestion de l’urgence sont ainsi créés. À partir des résultats d’un travail d’observation et d’entretiens réalisé dans le cadre d’une formation pour les habitants dans un quartier de San José exposé au risque d’inondation, l’objectif de cet article est d’interroger l’ambivalence du concept de résilience tel que défini par le cadre des dispositifs socio-politiques de gestion de crise au Costa Rica. Nous montrons que le cadre de la résilience, pensé par les gestionnaires pour consolider la capacité de réponse des habitants en cas de crise, ouvre la voie à son propre débordement. Les riverains se réapproprient l’espace du comité créé et s’efforcent de pluraliser les causes de leur vulnérabilité pour remettre en cause la gestion du risque assurée par la municipalité.
