Cet article interroge, dans une perspective critique, les liens existant entre capacités à faire face, vulnérabilité et résilience afin de contribuer à la prévention des catastrophes naturelles. Il s’appuie sur une enquête réalisée en 2016 à Port-au-Prince sur le séisme de janvier 2010. Si la notion de capacité à faire face est largement utilisée dans la littérature et chez les professionnels, elle est rarement définie et n’est pas formalisée. Elle est en revanche associée à la réduction de la vulnérabilité et à l’amélioration de la résilience. Au-delà du problème théorique, on se heurte à un problème opérationnel avec l’impossibilité de définir des actions permettant de développer les capacités à faire face à un risque et/ou une catastrophe. Il faut plus largement se demander comment peuvent naître, exister, et de facto s’exprimer ces capacités, et a fortiori, les conditions nécessaires à leur expression. L’hypothèse principale est que ces capacités à faire face peuvent être définies et développées en s’appuyant sur la notion de capabilités définie par A. Sen et M. Nussbaum. Appliquées à la résilience, les capabilités vont désigner non seulement les capacités à faire face individuelles qui permettent à chacun de s’en sortir, de se relever, de se construire, mais aussi les ressources qui permettent d’activer ces capacités ou, le cas échéant, de pallier leur absence. Il est ainsi nécessaire de prendre en compte ce que nous appelons le « contexte capabilitaire » pour comprendre (et augmenter) la résilience des vulnérables.
