Abstract
La création du parc marin du Saguenay–Saint-Laurent a été le résultat d’un long et parfois difficile processus impliquant au premier chef les communautés locales, les intervenants régionaux, les communautés autochtones ainsi que les gouvernements du Québec et du Canada. Ce texte retrace les premières propositions d’un parc de conservation au Saguenay, les implications citoyennes pour la protection de la population de bélugas ( Delphinapterus leucas ), les négociations intergouvernementales, les consultations publiques sur les limites du parc et l’adoption des lois miroirs menant à l’établissement du parc marin sur une superficie de 1245 km 2 , un territoire couvrant la plus grande partie du fjord du Saguenay et la moitié nord de l’estuaire du Saint-Laurent, entre Gros cap à l’Aigle et Les Escoumins. Ce qui apparaissait comme une utopie au début des années 1970 est devenu, 45 ans plus tard, une réalité bien tangible contribuant efficacement à la conservation d’une vaste zone marine fortement anthropisée, mais bénéficiant d’un appui toujours renouvelé des communautés locales et des instances politiques.
