Le concept de résilience est récemment entré dans le champ du développement, notamment en géographie. Dans le cadre de nos recherches, nous l’avons utilisé en tant qu’outil scientifique de mesure de l’évolution des territoires et des dynamiques de la population dans le cadre de situations post-conflictuelles. La résilience permet en effet de disposer d’un panel d’indicateurs qualitatifs et territorialisés aptes à « mesurer » l’efficacité et la réalité de la reconstruction après des conflits et d’en proposer une cartographie. Mais le concept de résilience, depuis le début des années 2010 et surtout après la Conférence de Sendai (2015), a été transféré, avec un succès mitigé, du champ environnemental vers le champ humanitaire, devenant pour les institutions internationales et les ONG une sorte de « couteau-suisse » conceptuel et opérationnel commun aux différents acteurs, regroupant l’ensemble des actions à réaliser dans la période post-conflit. Il constitue dès lors un nouveau paradigme d’intervention sur les territoires en crise, et, tout comme le concept de post-conflit, il doit être analysé en tant qu’instrument de gestion ayant des répercussions sur les territoires et la population. Nous montrerons donc comment la résilience peut être utilisée en géographie du post-conflit, et ferons émerger des pistes d’analyse territoriale et les enjeux du concept.
