Le territoire du Plan NordLe Plan Nord s'étend au nord du 49e parallèle, puis au nord du fleuve Saint-Laurent et du golfe Saint-Laurent sur une superficie de près de 1,2 million de km², représentant 72 % de la superficie du Québec.On y compte plus de 120 000 habitants, dont le tiers est autochtone, réparti en quatre nations (inuite, crie, innue et naskapie) et résidant dans 31 communautés.
