Abstract
Entre 1830 et 1870, l’arrivée en France d’étrangers venus de toute l’Europe et de différents horizons idéologiques a conduit les autorités françaises à encadrer leur accueil. La littérature administrative de l’époque renseigne sur la construction de la catégorie de réfugié. L’analyse des mots et des pratiques qui leurs sont associées dans les circulaires relatives aux réfugiés, entre la monarchie de Juillet et la fin du Second Empire, permet de mettre au jour ce langage du contrôle mobilisé par l’État pour trier et classer les personnes qui bénéficient ou non de son hospitalité.
