O presente artigo aborda a Populorum Progressio com um olhar carregado de acontecimentos e pensamentos ocorridos 50 anos depois. Não se trata de uma leitura analítica de todos os seus pontos e nem de uma exaustiva análise histórica, embora aborde essas duas dimensões ao mostrar a validade de seu pensamento como alternativa à hegemonia da razão neoliberal, que tem pautado os critérios para avaliar o desenvolvimento e o progresso dos povos na realidade atual. O artigo está dividido em duas partes, seguidas de uma pequena conclusão. Na primeira parte é apresentado o lugar da Populorum Progressio na Doutrina Social da Igreja, bem como o contexto histórico, a estrutura e principais pontos do documento. Na segunda parte procurar-se-á contrapor os valores e os fundamentos do Estado de bem-estar social, sobre o qual está pautada a noção de desenvolvimento na Populorum Progressio, à nova razão do mundo, pautada no pensamento neoliberal. Para tanto, lançamos mão das análises filosóficas de Michel Foucault, Christian Laval e Pierre Dardot, quanto das análises teológicas de José Comblin e dos aportes pastorais do Papa Francisco.
