Centralidad territorial y especialización funcional como guía para la intervención en municipios con conjunto histórico. El caso de la Región Urbana Madrileña

Abstract
Objetivo: ¿Cuál es el papel de los municipios con conjunto histórico en el sistema urbano del que forman parte? ¿Qué rol tienen los municipios con conjunto histórico en las emergentes regiones urbanas multicéntricas? ¿Qué implicaciones -oportunidades y amenazas- tienen las dinámicas metropolitanas en los municipios con conjunto histórico? En base a estos interrogantes y apoyado en un análisis territorial y funcional, el presenta artículo pretende aportar nuevos criterios al debate sobre las políticas de intervención en ámbitos patrimoniales -centros históricos, conjuntos históricos…- y en relación a la cuestión patrimonial en el modelo de desarrollo metropolitano. Metodología: Tomando como laboratorio de trabajo la región urbana madrileña y como unidad de análisis el municipio, se analizan tres aspectos desde una perspectiva sincrónica: (i) los patrones espaciales de población y empleo, así como la posición de los asentamientos en el sistema urbano; (ii) la centralidad territorial resultado de la condición de centralidad histórica, político-administrativa y económica reciente; y (iii) la especialización funcional. Conclusiones: El resultado del estudio ofrece una tipología de los municipios con conjunto histórico conforme a la dimensión espacial y funcional analizada. Esta tipología se presenta como un instrumento operativo que permite identificar un conjunto de oportunidades y retos a considerar en la planificación urbanística y en la ordenación del territorio.Originalidad: Este conocimiento generado sirve de soporte para guiar la intervención en ámbitos patrimoniales como los conjuntos históricos, al tiempo que contribuye a integrar la cuestión patrimonial en la construcción de nuevos proyectos para las metrópolis y sus territorios metropolitanos. En base a aquests interrogants i recolzat en una anàlisi territorial i funcional, el presenta article pretén aportar nous criteris al debat sobre les polítiques d'intervenció en àmbits patrimonials -centres històrics, conjunts històrics ... - i en relació a la qüestió patrimonial en el model de desenvolupament metropolità. Metodologia: Prenent com a laboratori de treball la regió urbana madrilenya i com a unitat d'anàlisi el municipi, s'analitzen tres aspectes des d'una perspectiva sincrònica: (i) els patrons espacials de població i ocupació, així com la posició dels assentaments en el sistema urbà; (Ii) la centralitat territorial resultat de la condició de centralitat històrica, politicoadministrativa i econòmica recent; i (iii) l'especialització funcional. Conclusions: El resultat de l'estudi ofereix una tipologia dels municipis amb conjunt històric d'acord amb la dimensió espacial i funcional analitzada. Aquesta tipologia es presenta com un instrument operatiu que permet identificar un conjunt d'oportunitats i reptes que cal considerar en la planificació urbanística i en l'ordenació del territori. Originalitat: Aquest coneixement generat serveix de suport per guiar la intervenció en àmbits patrimonials com els conjunts històrics, alhora que contribueix a integrar la qüestió patrimonial en la construcció de nous projectes per a les metròpolis i els seus territoris metropolitans. Objective: Which is the role of towns and cities with conservation areas in the context of the urban system and/or emerging multicentre urban regions? What are the implications -opportunities and threats- of metropolitan dynamics in this type of towns/cities? With the attention paid on these questions and based on a spatial and a functional analysis, this paper aims in providing new criteria to debate on managing of municipalities with conservation areas taking into account the urban/metropolitan system which they are part. Methodology: Taking the madrilenian urban region as the case of study and the municipality as the unit of analysis, three aspects regarding spatial and functional features are studied: (i) the spatial patterns of population and employment, as well as the city-ranking; (ii) the territorial centrality as a result from the trajectories (historical status), the political-administrative role and the current economic status (economic centres); and (iii) the functional specialization. Conclusions: The study concludes with a typology of the municipalities with Historic-Artistic Grouping based on spatial and functional dimensions. This typology functions as a tool that allows to the identification of different opportunities and threats to be considering in city planning and regional planning. Originality: The knowledge generated guides future strategies to be implemented in municipalities with conservation areas and, at the same time, contributes to integrate the heritage issue in new development projects/plans.
