La politisation de la haute fonction publique est le plus souvent appréhendée à travers la politisation fonctionnelle, qui se traduit par la substitution de critères politiques aux critères de mérite pour la gestion des carrières. Cependant, la manière dont la politisation formelle conditionne la politisation fonctionnelle, à savoir la prise en compte des questions politiques dans les décisions prises par la fonction publique, est peu étudiée. Notre article se propose ainsi d’analyser l’impact d’un dispositif juridique formel permettant la révocation de hauts fonctionnaires territoriaux pour raisons politiques dans la manière dont ces derniers se représentent leur rôle dans la conception des politiques. Il consiste en l’analyse des représentations de dirigeants territoriaux dont la fonction a été supprimée à la suite des élections en 2015. Il montre que la mise en œuvre du dispositif formel agit comme un rappel de la nature politique des fonctions de directeur territorial.
