Abstract
Les sous-ministres fédéraux du Canada assument un rôle pivot entre la politique et l’administration sans pour autant être politiquement partisans. Ils assument une loyauté multiple à l’égard des personnes qui les nomment, de celles dont ils relèvent, de celles qu’ils dirigent et envers leurs pairs. Leur comportement est encadré par des structures, des procédures et une culture qui développe une forme d’éthique comportementale de loyauté tout au long de leur carrière.
