O objetivo do artigo foi verificar a escassez de recursos financeiros de campanha e de tempo de televisão no Horário Gratuito de Propaganda Eleitoral (HGPE) como entraves à performance feminina no pleito eleitoral de 2014. Tomando como premissa a importância do acesso de mulheres a cargos de decisão, foram analisados os entraves encontrados para o desempenho eleitoral das mesmas. A pesquisa apresenta dados desses recursos de campanha para os deputados estaduais e federais do Rio de Janeiro, disponibilizados pelo Tribunal Superior Eleitoral e pelo Doxa-IESP, como fatores institucionais que explicam porque a política de cotas no Brasil não tem resultado, efetivamente, em uma maior participação feminina em cargos eletivos. Essa investigação se vale de ferramentas estatísticas para realizar análises comparativas entre a disponibilidade de recursos dos candidatos vitoriosos e das candidatas. A relevância do trabalho residiu na conclusão de que é preciso ir além do percentual mínimo de candidatura por sexo estabelecido pela Lei de Cotas, promovendo mecanismos que assegurem a competitividade das candidatas.
