Abstract
The article deals with the authorship and mechanism of creating the first urban plan (1781) of Nakhichevan-on-Don. The researchers put forward some assumptions about the possible author: the hypothesis of the academician O. Kh. Khalpakhchyan that the project was developed by the famous architect I. E. Starov is the most recognized. Having examined available sources and publications, having carried out the comparative analysis of urban general plans and having studied the practice of their creation in the Russian Empire of the modern history, the author of this article shows that this hypothesis does not find yet actual confirmation and offers her understanding of the problem.
