Fragilisé du fait de son insularité, confronté à des difficultés aggravées par sa configuration archipélagique, le Vanuatu, gardien de la diversité écologique de ses territoires dépositaires de forts ancrages culturels, est très impliqué dans la question environnementale. \nLa France ne l’est pas moins, elle offre également une palette très large d’espaces dont plusieurs îles. \nMais le Vanuatu est l’un des pays les moins pollueurs du monde, la France en revanche fait partie du peloton de tête des pollueurs historiques. Deux Etats, à cet égard très différents, d’un côté un Etat pollueur, de l’autre un Etat victime des pollutions des pays industrialisés, qui partagent pourtant des instruments juridiques communs. Le Vanuatu est très présent sur la scène internationale, partie à de nombreuses conventions (convention de Stockholm, Protocole de Montréal…) ainsi que la France qui adhère à ces mêmes accords. Mais les réalisations les plus probantes, l’approche la plus efficace semble résulter de la coopération du Vanuatu avec les pays du Pacifique, notamment par sa participation au PROE (programme régional océanien de l’environnement).
