Abstrak Peningkatan sumber daya sebuah negara salah satunya ditunjukkan dengan adanya peningkatan kualitas pendidikan dan pengelolaan dalam dunia pendidikan. Peningkatan kualitas pendidikan dapat dilihat dari kemampuan institusi untuk menghasilkan keluaran berupa lulusan yang memiliki pengetahuan yang mendalam, wawasan yang luas, life skill yang unggul, serta attitude yang profesional. Penelitian difokuskan pada pengelolaan perguruan tinggi swasta (PTS) karena sektor ini mengalami keterpurukan yang paling parah. Banyak perguruan tinggi swasta mengalami krisis dan akhirnya ambruk akibat tidak terukur kinerja pengelolaan dan kualitas pelayanan maupun output, sehingga tidak mampu bersaing dengan PTN. Penelitian ini menggunakan model Integrated Performance Measurement System (IPMS) dan kriteria RAISE++ untuk mengidentifikasi key performance indicator pada PTS di Surabaya Jawa Timur. Identifikasi KPI didasarkan pada stakeholder requirements, karena pada dasarnya tujuan organisasi secara umum adalah untuk memuaskan stakeholders . Hasil penelitian menunjukkan terdapat 21 kriteria, 82 sub kriteria dan 163 key performance indicator (KPI). Kriteria yang memiliki bobot terbesar menurut preferensi pengelola PTS adalah academic atmos phere dengan bobot 0.27814. Sub kriteria yang memiliki bobot terbesar adalah memiliki mekanisme seleksi pimpinan yang berkualitas dengan bobot 0.07653. K ey performance indicator yang memiliki bobot terbesar adalah menurut preferensi pengelola PTS adalah jumlah pelanggaran terhadap etika akademik dengan bobot 0.06213.
