Les options décentralisées en matière énergétique sont des réponses aux besoins des populations rurales qui resteront longtemps éloignées des grands réseaux. Les leçons tirées de l’expérience d’actions conduites dans divers pays africains sont particulièrement riches, tant en ce qui concerne les modes de gestion et l’implication des bénéficiaires que des possibilités d’extension à une vaste échelle. L’analyse sociale et économique de ces dispositifs décentralisés montre qu’ils sont exigeants en termes de responsabilité collective, d’interaction entre acteurs, de tarification et de moyens financiers nécessaires à mettre en œuvre. Il n’y a clairement pas de miracle : l’électricité décentralisée est une piste incontournable, mais très ardue.
