Cet article interroge le changement de politique à l’égard des minorités ethniques dans trois municipalités françaises. Il met en lumière la lente conversion politique et institutionnelle des administrations d’une politique d’intégration vers une politique de lutte contre les discriminations raciales. Ce changement graduel et limité s’explique par la faiblesse des ressources politiques et administratives dont disposent les élus et les agents municipaux. En outre, l’alternance partisane au sein de l’exécutif municipal, ainsi que les relations avec des associations du fait migratoire constituent autant de facteurs favorisant dans les années 2000 l’avènement d’une politique de lutte contre les discriminations raciales. Finalement, la question raciale fait l’objet de résistances pour s’imposer, et est éclipsée lorsque l’articulation entre intégration et discrimination ne se produit plus. Cet article plaide ainsi pour des études de cas approfondis et comparés pour saisir les facteurs du changement dans l’action publique et pour analyser les politiques de non-discrimination en France.
