Abstract
L’évolution des notions de bien culturel et de bien commun, ainsi que l’ampleur des atteintes contre le patrimoine artistique au cours du XX e siècle, ont conduit la communauté internationale à adopter des instruments juridiques protégeant les oeuvres. Dans le sillon du droit humanitaire issu de la création de la Croix-Rouge, le texte fondamental concernant le patrimoine en cas de conflit armé est la convention de La Haye de 1954. Mise en oeuvre par l’UNESCO, les principes de cette convention sont diffusés avec l’appui et le soutien d’un organisme spécifique, Blue Shield, qui mène des actions aussi bien en temps de paix qu’auprès de pays en guerre. En France, le Comité français du Bouclier bleu, quoique surtout tourné vers la protection face aux risques naturels, relaye auprès des institutions civiles et militaires les enjeux de la convention de La Haye.
