Abstract
Secrecy, a well-established policy in the USSR, led to ever more complicated rules about access to administrative records. In the case of population statistics, this policy resulted in a piecemeal circulation of information not only to the general public but even within the administrations concerned. The increase in mortality observed before the collapse of the USSR should, it is hypothesized, be related to this policy, which left both the general public and politicians unaware and uninformed, when they should have reacted. Restrictions on the circulation of information were probably one of the factors explaining why countries in the Soviet sphere lagged behind in terms of reducing mortality rates during the last quarter of the twentieth century.
