Abstract
According to the highlighted historical periods in the article transformation of society and state attitude towards people with deviations in development is traced. Since the Archaic period and till the 10 th century, it is possible to observe how hostile feelings towards needy change on merciful relation. Since the 10-13 th century there is a princely, church and monastic care of patients. During the period from 14 th to the second half of the 17 th century the state approaches to care manifestation and training of patients and the disadvantaged are made out. The first attempts of special educational institutions creation for children with identified disabilities can be referred to the second half of the 19 th century. The system of special education develops in the second quarter of the 20 th century. In the nineties of the 20 th century in our country the start of inclusive education ideas was laid.
