L’Association coopérative d’économie familiale (ACEF) est née de la volonté des mouvements syndical, coopératif et populaire québécois de défendre les travailleurs endettés et d’offrir des cours sur le maintien du budget familial, mais également de se préocuper de la consommation en général. En 1978, l’ACEF a redéfini l’endettement comme champ de lutte prioritaire, consciente que l’endettement est causé par l’insuffisance de revenu et les coûts croissants des biens et services. Quatre mécanismes accentuent l’endettement : la désuétude planifiée, la publicité, le crédit et les méthodes de vente. L’essentiel de cette analyse est exposé dans le Manifeste du mouvement ACEF qui a été conçu comme un instrument d’éducation et de mobilisation populaires.
