Au xviiie siècle, l’infrastructure carcérale de Paris est englobée dans la mouvance des Lumières qui cherche à assainir la capitale. Partie intégrante de l’équipement urbain, la geôle apparaît comme une véritable pustule qu’il convient de repousser pour en protéger la ville. Cela est d’autant plus nécessaire qu’il existe, entre les prisons et les citadins, une proximité qui dérange, due au voisinage et à la perméabilité des bâtiments. Cette proximité, devenue promiscuité, inquiète. Malgré cela, les prisons demeurent à leur place parce que des considérations sanitaires et sécuritaires s’opposent à des considérations sociales, financières et pénales qui tendent à faire de l’infrastructure carcérale un élément fondamentalement urbain. À la fois réalité matérielle, sociale, politique et pénale, l’infrastructure des prisons se fait donc carrefour : sous son immobilité apparente, Paris bouillonne.
