Au fil des dernières décennies, les pouvoirs publics haïtiens ont élaboré des politiques de développement consacrant le processus de diffusion du tourisme dans l’économie. Sous l’égide des institutions financières internationales, cette mise en tourisme de la « perle des Antilles » a surtout consisté à créer les conditions propices à l’implantation d’entreprises étrangères et à la reproduction des asymétries structurelles du système mondial.
