This chapter looks at sustainability and resilience from a systems perspective. The Sustainable Development Goals (SDGs) dominate much national and international discussion these days. There has been a tendency among those engaged with fisheries to focus on one of the SDGs, referred to as ‘Life Below Water’, which is all about the conservation and sustainable use of oceans and inland aquatic areas. The chapter takes a systems perspective to consider three major themes that relate to the overall sustainability and resilience of fishery systems. The first two of these are policy issues that have received a great deal of attention in fisheries, and while often seen as being ‘economic’ issues, in fact should be viewed more broadly: the pursuit of ‘efficiency’ and the concern about ‘overcapacity’. The third topic has tended to be neglected in conventional fishery management but is actually essential to fishery sustainability and resilience.
