Abstract
La désinstitutionnalisation dans le secteur social et médicosocial en France relève avant tout d’une volonté de l’Union européenne d’affirmer l’accompagnement de l’usager dans une perspective inclusive. L’institu-tion se trouve dès lors questionnée comme univers de paradoxes dans ses dimensions structurelles, fonctionnelles et économiques. La désinstitutionnalisation vient ainsi réinterroger l’objet de l’institution, ses périmètres d’action, ses modalités de gouvernance. Elle s’interroge aussi sur ce qui fait sens au sein de l’institution. L’enjeu est de déter-miner comment la désinstitutionnalisation constitue un plus pour l’usager et comment elle assure une cohérence de bientraitance entre le milieu institutionnel et le milieu ordinaire. C’est également le moment de sonder la notion d’institution juste comme espace du vivre-ensemble, telle que définie par Ricoeur, la réussite de cet examen reposant sur le respect du droit des usagers.
