Dalam Garis-Garis Besar Haluan Negara dinyatakan, bahwa agama merupakan salah satu modal dasar pembangunan, oleh karena itu harus dibina dan dikembangkan. Lebih lanjut ditegaskan bahwa atas dasar kepercayaan bangsa Indonesia terhadap Tuhan Yang Maha Esa, maka peri kehidupan beragama dan peri kehidupan berke-percayaan terhadap Tuhan Yang Maha Esa adalah selaras dengan penghayatan dan pengamalan Pancasila, serta kehidupan beragama dan kepercayaan terhadap Tuhan Yang Maha Esa makin dikembangkan, sehingga terbina kerukunan diantara umat beragama dan penganut kepercayaan Terhadap Tuhan Yang Maha Esa dalam memperkokoh kesatuan dan persatuan bangsa dan meningkatkan amal untuk bersama-sama membangun masyarakat.
