ÉditorialLa décentralisation au Québec : un long parcours semé d'hésitations et d'embûches a question de la décentralisation est revenue à l'avant-scène politique et publique depuis l'élection du gouvernement Charest en avril 2003.On se souviendra, en effet, que dès son arrivée au pouvoir en novembre 1976, le premier gouvernement du Parti québécois avait fait de la décentralisation un élément important de son programme législatif.Ainsi, en juin 1978, il rendait publique une série de fascicules portant sur la décentralisation.Dans le premier de ces fascicules, intitulé « Une vue d'ensemble », le gouvernement affirmait alors : « Il est devenu urgent de réviser la répartition des pouvoirs au sein de notre collectivité.Cette révision doit se faire en rapprochant des citoyens les pouvoirs de décision et en revalorisant les autorités les plus près d'eux pour assurer l'ensemble des services qui affectent la vie de tous les jours.Une telle révision implique bien sûr des moyens financiers adéquats, mais aussi un nouveau partage des pouvoirs et des responsabilités.Cette révision, c'est la décentralisation » 1 .
