Abstract
Résumé Lorsqu’elle se réfère à l’action publique, la question de la responsabilité prend une connotation différente et complémentaire des concepts de responsabilité administrative ou de responsabilité politique. En abordant l’action publique non seulement comme une démarche de production d’activités, mais plus précisément comme une manière particulière d’aborder les problèmes, de rechercher des solutions, et de gérer les conséquences des actions menées par les pouvoirs publics, cet article cherche à resituer le sens et la portée de la responsabilité à l’aune des mutations qui caractérisent désormais l’action conduite au nom de la puissance publique, notamment du fait des changements d’échelles et de contours. S’il peut au prime abord paraître tautologique, le concept d’action publique responsable se révèle être en fait une problématique émergente porteuse d’enjeux majeurs et révélatrice d’un certain changement de paradigme.
