Mineral Resource Transportation and Frontier Infrastructure Provision in Canada

Abstract
Frontier mineral producers invariably face costs and obligations which comparable operations in more developed regions are not required to internalize. This chapter reviews the circumstances in which mineral-related transportation provision in frontier areas of Canada has been made in the past, to comment on the conclusions which the Government's discussion paper draws from this experience, and to outline a framework within which public sector evaluation of specific projects could proceed on a more consistent basis than has been evident hitherto. Cost-recovery of provincial infrastructure investment will be achieved by imposing two surcharges on mine output, one to recover outlays on townsite, power and regional highway provision, the other, a per-tonne levy on coal shipments, to recover the railway costs. The degree and nature of state assistance to be provided to private sector mining ventures requiring transportation infrastructure investment in frontier regions will ultimately remain a matter of political judgement.
