In this chapter, the author looks at changes in Canadian policy in order to show how Canada is implementing the Convention on Biological Diversity and to what extent it is contributing to the effectiveness of environmental and resource protection systems. Marine ecosystems represent an interesting field of study in many respects, although Canadian literature has so far shown more interest in terrestrial biodiversity. Traditional legal instruments such as laws and regulations were used abundantly in this first generation of environmental policy.
