Cet article analyse les instruments de quantification de l’action publique contre le décrochage scolaire en France et au Québec. Cette comparaison d’une instrumentation replacée dans son contexte national permet de s’interroger sur les effets de perspective engendrés par le recours à une grande variété d’outils de quantification. L’évaluation de l’ampleur du phénomène appelle une démarche multiscalaire : nationale certes, mais indissociablement supranationale et régionale, ou même locale. Il s’avère que les exigences de l’instrumentation statistique se sont déplacées au cours du temps d’une priorité donnée à la comparaison interétatique vers une priorité donnée à l’estimation d’indicateurs régionaux ou locaux en vue de mobiliser et d’outiller les acteurs de terrain. Est ainsi révélé le rôle politique de la variété des définitions (des mises en équivalence), des indicateurs (fréquences ou pourcentages), des échelles d’ordonnancement et seuils de comparaison : ils fournissent in fine des répertoires rhétoriques aux acteurs nationaux et régionaux qu’ils mobilisent tantôt pour accréditer l’urgence d’agir tantôt pour démontrer l’efficacité de l’action entreprise.
