Abstract
This chapter indicates briefly how political scientists have studied urban phenomena, suggests the areas of research that should have priority in the future, and presents — as an example of one approach — an excerpt from the author&s;s own research. More recently urban political scientists have broadened their perspectives and have abandoned their almost exclusive emphasis on urban government. Recent studies examine decision making at the higher levels of government on policy matters directly affecting urban areas; the political consequences of rapid urbanization, particularly in developing areas; and the "decentralization of powers" as a problem of national political systems. Central to the functional approach is the notion of "functional requisites" or "functional imperatives" – that is, certain problems or needs which every system must meet in order to survive. The Municipality of Metropolitan Toronto, created by the Province of Ontario in 1953, is an example of the metropolitan federation plan.
