Ce texte révèle les dimensions autres que culturelles, que renferment les résidences d’artistes, en particulier leur caractère politique, dès qu’elles s’érigent à l’échelle internationale. L’essor qu’elles connaissent à ce titre depuis une vingtaine d’années, repose certes sur l’aménagement de nouveaux dispositifs de soutien à la création, mais également sur la volonté des gouvernements qui les subventionnent d’accroître leur influence au-delà de leurs frontières. Dans cette perspective, les résidences d’artistes internationales constituent un volet de l’exercice de la puissance douce des États, et qui, dans l’état actuel, ne remplissent pas pleinement leur promesse. Ainsi, nous suggérons certaines pistes d’amélioration des programmes de résidence existants au Québec pour un meilleur arrimage avec la sphère politique, sans compromettre leur valeur artistique.
