Abstract
Dans la phase de transition des politiques agricoles, les pays du Nord et du Sud sont confrontés à deux questions i) celle du changement structurel: la marginalisation et la faible compétitivité d'une partie des exploitations; ii) celle des impératifs sociaux et territoriaux. Face aux pays qui intègrent ces préoccupations sociales et territoriales dans leurs politiques agricoles, d'autres les isolent de leur politique sectorielle, principalement centrée sur la compétitivité. Mais nous faisons l'hypothèse que dans ces pays il est tout aussi nécessaire de gérer les tensions liées à l'évolution structurelle de l'agriculture et aux fonctions qu'elle remplit dans la société. Nous pensons que cette régulation, quand elle s'organise dans des politiques publiques, repose sur des institutions non agricoles et/ou des niveaux d'intervention décentralisés (régions, provinces, États fédérés). La recherche a pour objet de vérifier cette hypothèse, dans plusieurs pays du Groupe de Cairns et de l'ALENA (Afrique du Sud, Canada, Mexique, Thaïlande), en centrant l'analyse sur les problématiques du changement structurel et des innovations institutionnelles.
