Ce projet propose la réalisation de l'ingénierie préliminaire et d'autres travaux préalables à la décision de mettre en oeuvre un projet de 5 milliards de dollars pour construire et mettre en service une installation polygénérationnelle à Belle Plaine, en Saskatchewan. Si ce projet voit le jour, d'importants volumes de coke de pétrole (un produit de peu de valeur issu de la valorisation du pétrole lourd) pourraient être gazéifiés et utilisés pour fabriquer certains produits, comme l'hydrogène, la vapeur et le soufre, et pour produire jusqu'à 500 mégawatts (MW) d'électricité, ce qui permettrait éventuellement d'éliminer des centrales au charbon vieillissantes de la Saskatchewan. Le CO2 issu du processus serait également utilisé par deux grandes usines d'engrais situées près de l'emplacement projeté pour l'installation polygénérationnelle. Une réduction des émissions de CO2 résulterait du captage et de la séquestration de 80 à 90 p. 100 du CO2 produit par l'installation polygénérationnelle, et du fait de ne plus utiliser de gaz naturel pour produire de l'hydrogène et de la vapeur dans les usines d'engrais. Le CO2 capté serait séquestré dans des sites de RAP et des aquifères salins du sud-est de la Saskatchewan.
