Abstract
Real estate appraiser is the person that is expected to have the essential qualifications, ability, and \nexperience and act in a manner that is independent, fair, and objective while performing the \nprofession. It is more proper to inquire a specific value of a real estate (e.g. alternative use value, \ncompulsory purchase value, existing use value, market value, residual value, value in use etc.) than just \nlooking into its value not specified. Such an inquiry requires professional knowledge that real estate \nappraisers (valuers) possess. A real estate appraiser must have competency and knowledge about \nconstruction type, construction materials, research methods, calculation, law, finance, economics, \nreporting, negotiation, and other required skills in order to come up with a value estimate. Different \ncountries have defined different requirements to become real estate appraiser. In this paper, four \ncountries from three continents have been selected to investigate the qualifications required to be a \nreal estate appraiser. United States of America, Canada, Japan, and Turkiye (the bridge between Asia \nand Europe) have been analyzed with respect to their requirements to obtain real estate appraiser \nqualification and responsible institutions.Real estate apparaisal is of great importance in terms of \navoiding the stakeholders, that perform activities and transactions related to real estate, from financial \nproblems, reoccurance of economic depressions that real estate sector caused. The deficiencies in real \nestate appraisal practice that had been confronted among the primary reasons for most of the financial \ncrises in the world can be resolved by means of regulatory instutions about appraisal practice and \nserious education and certification processes. From this point of view, the international standards \nshould be examined with great importance and national appraisal standards should be developed.
