Les États-Unis exercent une influence certaine et majeure dans le champ des négociations commerciales internationales depuis plusieurs décennies. Lorsque Donald Trump a annoncé haut et fort qu’il modifierait considérablement les manières de faire, le monde s’est donc mis aux aguets. Déjà à l’époque de la campagne électorale, on connaissait les idées des candidats sur le libre-échange. Tant Donald Trump que Hillary Clinton s’y étaient dits opposés, bien que dans des proportions différentes. Une fois élu, Donald Trump a passé des paroles aux actes et a modifié le système actuel de libre-échange, remettant en cause les principes qui sont au coeur des négociations commerciales. Dès lors, les fondamentaux du libre-échange se trouvent ébranlés, et au premier titre les principes de réciprocité et de multilatéralisme. Pour y arriver, l’administration Trump a construit une rhétorique autour du concept de déficit commercial qui semble aussi en rupture avec les règles et les fondements du commerce international. Ainsi, depuis son entrée en fonction, le nouveau président s’affiche en rupture avec ce qu’ont fait ses prédécesseurs. Ses décisions ont pour effet de modifier les paramètres de négociation qui sont à la base de tout accord de libre-échange négocié depuis, au moins, la fin de la Deuxième Guerre mondiale.
