Die deutsche Konjunktur hat in der ersten Hälfte dieses Jahres merklich an Fahrt verloren. Die dämpfenden Einflüsse kommen von der außenwirtschaftlichen Seite. Die Exporte sind im ersten Quartal gesunken, und die Indikatoren lassen keine rasche Erholung erwarten. Die Exporterwartungen haben sich verschlechtert, worin sich auch die erhöhte Unsicherheit über die künftige Handelspolitik niederschlagen dürfte. Der Aufschwung der Binnenwirtschaft ist dagegen intakt. Die Bauinvestitionen expandieren wohl weiterhin kräftig, und die privaten Konsumausgaben profitieren von einer voraussichtlich weiter zunehmenden Beschäftigung, kräftigeren Lohnerhöhungen und von 2019 in Kraft tretenden Abgabensenkungen sowie steigenden Transfers. Unter diesen Voraussetzungen ist eine Zunahme des BIP um 1,8% in diesem und um 1,5% im kommenden Jahr zu erwarten. Damit revidiert das RWI seine Prognose gegenüber der vom März um 0,6 bzw. 0,4%-Punkte nach unten. Der Beschäftigungsaufbau dürfte sich mit vermindertem Tempo fortsetzen. Der Budgetüberschuss des Staates dürfte sich wegen der schwächeren Konjunktur und einer expansiveren Finanzpolitik von 41 Mrd. € in diesem Jahr auf 27 Mrd. € im kommenden Jahr verringern.
