Abstract
Les personnels de Bercy sont marqués du sceau de l’excellence, professionnellement et déontologiquement. Si leur régime de rémunération et d’œuvres sociales, avantageux par rapport au reste de la fonction publique, est à la mesure, tel n’est pas le cas de leur gestion, qui pose problème, entravée qu’elle est par des pesanteurs multiples, notamment corporatistes, qui réduisent singulièrement leur efficience, en particulier s’agissant des agents des deux grandes directions à réseau ( dgf i p et Direction générale des douanes et droits indirects). Une profonde mue de cette gestion a été engagée depuis la fin des années 1990, mais faute d’un « mandat politique clair », comme le dit la Cour des comptes, cette mue est encore loin de la transformation en profondeur qui s’impose.
