El estudio del tema petrolero en Mexico se ha centrado en el ambito nacional, cuando en realidad los vectores de donde surgen las politicas mas importantes tienen su origen fuera del pais, principalmente en Estados Unidos, el pais mas poderoso de la region, el cual es tambien es el de mayores necesidades energeticas. Desde esta perspectiva, las politicas petroleras de Mexico y Canada no responden a prioridades y necesidades internas, sino que se amoldan a los requerimientos de Estados Unidos. Para analizar esta relacion, la autora toma como hilo conductor el concepto de seguridad energetica.
