Abstract
Cet article interroge les enjeux d'économie circulaire au prisme du cadre théorique du métabolisme urbain, en se basant sur la filière des matières et déchets organiques. Il s'agit de coupler les méthodes d'analyse des flux et de leur gouvernance. Le cas d’étude que nous avons choisi pour illustrer ce propos est celui des filières des biodéchets à Rennes. En particulier, nous avons approfondi leurs structurations à travers l’analyse de trois principaux aspects : les pratiques, les flux et les politiques publiques. Nous avons identifié trois grandes filières qui coexistent, avec des configurations d’acteurs très différentes : la filière « dominante » (plateforme de compostage, incinération, enfouissement), la filière « participative » (compostage participatif) et la filière « à venir » (collecte sélective, méthanisation). Ce contexte montre qu’il n’y a pas vraiment de remise en cause de la gestion centralisée des réseaux de déchets, mais plutôt une hybridation des filières.
