ABSTRAK
 Penelitian ini bertujuan untuk 1) Menentukan wilayah jangkauan (service area) Tempat Evakuasi Sementara (TES) untuk permukiman di Kecamatan Padang Utara. 2) Menentukan dan menganalisis jalur evakuasi tsunami yang sesuai untuk menuju Tempat Evakuasi Sementara (TES) di Kecamatan Padang Utara.
 Jenis Penelitian ini adalah penelitian kuantitatif. Jenis data yang digunakan pada penelitian ini adalah data primer dan data sekunder. Teknik analisis data yang digunakan yaitu Service Area analysis dan tools rute(route) pada ekstensi network analyst.
 Hasil dari penelitian ini yaitu : 1) Shelter yang tersedia di Kecamatan Padang Utara yaitu sebanyak 26 (dua puluh enam) Shelter yang terdiri dari, 25 gedung atau bangunan dan 1 bukit. Jangkauan pelayanan terluas yaitu terdapat di Kelurahan Gunung Pangilun dengan luas 1.376.794,8 m2 (1.376 km), sedangkan untuk Jangkauan pelayanan terkecil yaitu terdapat di Kelurahan Ulak Karang Utara dengan luas 734.096,88m2 (734 km2). Jangkauan pelayanan shelter secara keseluruhan di Kecamatan Padang Utara sekitar 77,24% dengan luas wilayah jangkauan yaitu 6.420.094.96 m2 (6.420 km2). 2) Semua jalur evakuasi Tsunami menuju tempat evakuasi sementara berada dalam wilayah jangkauan TES tersebut. Panjang jalur evakuasi Tsunami menuju seluruh TES 38,40 km. TES tidak melalui semua permukiman yang ada di Kecamatan Padang Utara. Masih banyak permukiman yang berada jauh dari jalur TES.

 ABSTRACT
 This study aims to 1) Determine the coverage area (service area) Temporary Evacuation Site (TES) for settlements in the District of Padang Utara. 2) Determine and analyze the appropriate tsunami evacuation routes to the Temporary Evacuation Site (TES) in Padang Utara District.
 This type of research is quantitative research. Types of data used in this study are primary data and secondary data. Data analysis techniques used are Service Area analysis and route tools (route) on extension network analyst.
 The results of this research are: 1) Shelter available in Padang Utara Subdistrict is 26 (twenty six) Shelters consisting of 25 buildings or buildings and 1 hill. The widest range of services is located in Gunung Pangilun with an area of ​​1.376 km2, while for the smallest service range is located in Ulak Karang Utara with an area of ​​734 km2. The total coverage of shelter service in Padang Utara Subdistrict is only about 77,24% of the area in Padang Utara Sub-district which is affordable by shelter service with a coverage area of ​​6.420 km2. 2) All Tsunami evacuation routes to temporary evacuation sites are within the scope of the TES. The length of the Tsunami evacuation path to the entire TE 38.40 km. TES does not go through all the existing settlements in Padang Utara Subdistrict. There are still many settlements that are far from the TES.
