M. BOISVERT: du projet Quartier international de Montreal sur la ville interieure : un premier [The Impact of the Quartier international de Montreal Project on the 'Indoor City': A Preliminary Analysis]. The downtown of Montreal is currently experiencing a new dynamism and the Quartier international de Montreal (QIM) project is certainly the principal source. This project includes the extension of the Palais des Congres, the construction of a vast underground parking complex, the redesign of public space and the addition of a new square, in addition to new office buildings. It also includes an extension of the pedestrian network generally known as 'underground Montreal', thus making a very important contribution to the design of the 'indoor city' : just in terms of pedestrian movement, the new corridors will allow the three principal segments of Montreal's network to be interlinked, which will finally guarantee its first-place world ranking in terms of size. Furthermore, from the commercial p erspective, the accessibility of the commercial galleries currently in place will be substantially increased, especially during the winter season when competition from the external pedestrian network is less important. This urban redesign will furthermore contribute to the promotion of public transport over the private automobile. Finally, this extension will allow the distance between the Palais des Congres and the main hotels where participants in the congresses stay to be attenuated, thus tacking one of the principal handicaps of the Palais des Congres. Le centre-ville de Montreal connait aujourd'hui un nouveau dynamisme et le projet Quartier international de Montreal (QIM) en est surement le foyer principal. Ce projet comprend l'extension du Palais des Congres, la construction d'un vaste stationnement souterrain, le reamenagement de l'espace public et l'addition d'une nouvelle place, auxquels viendront s'ajouter de nouveaux immeubles bureaux. Il comporte aussi tin prolongement du reseau pietonnier connu comme le Montreal souterrain, apportant ainsi tine contribution tres importante l'amenagement de la ville interieure stir le strict plan de la circulation pietonne, les nouveatix corridors permettront de relier les trois principaux segments du reseau montrealais, ce qui devrait assurer tine fois pour totites son premier rang mondial en termes de taille, et du point de vue commercial, l'accessibilite des galeries ma rchandes actuellement en place en sera fortement rehaussee, surtout en saison hivernale lorsque la concurrence du reseau pieton exterieur est moms vive. Ce reamenagement tirbain majeur devrait par ailleurs contribuer la promotion du transport collectif par rapport au transport par automobile. Enfin cette extension permettra au Palais des Congres d'attenuer la distance avec les grands hotels qui accueillent les congressistes, tin de ses principatix handicaps. Son essor a pris appui d'abord et avant tout sur le developpement des reseaux de transport en commun souterrains (metro, trains de banlieue), mais aussi sur la valorisation commerciale des espaces interieurs (Barles 1995). L'hiver rigoureux a sans doute aussi contribue encourager l'utilisation du reseau pietonnier protege, du moms sur une base saisonniere. Encore aujourd'hui, 9 ans apres l'adoption d'un plan d'urbanisme pour le centre-ville, il n'existe aucun plan de developpement de ce reseau, mais les responsables de l'urbanisme continuent faire respecter certaines regles d'amenagement avant d'autoriser les nouvelles constructions, cherchant assurer un equilibre entre le maillage le plus etendu possible, via la promotion des acces aux station s de metro, et l'extension graduelle du reseau pour en limiter les effets juges nocifs sur le commerce sur rue, notamment en laissant son financement entierement entre les mains du secteur prive (Ville de Montreal 1992a, 1992b). …
