La récente flambée des prix du pétrole dope la valeur du dollar canadien et crée un choc asymétrique entre les différents secteurs d’activités économiques. Alors que le secteur pétrolier en sort gagnant, le secteur manufacturier est particulièrement frappé par la prise de valeur du dollar canadien. Étant donné la répartition très régionale des secteurs pétrolier et manufacturier, nous nous retrouvons devant un choc asymétrique des termes de l’échange qui affecte différemment les provinces canadiennes. Le choc pétrolier mondial a fait passer le prix du baril de pétrole de 45,4 dollars à 77,4 dollars entre janvier 2004 et janvier 2006, une hausse de 70,2 %. Cependant, ce même choc pétrolier a eu des effets sur la demande de dollars canadiens. Au cours de la même période, le dollar canadien est passé de 75,5 cents américains à 87,8 cents américains. La forte prise de valeur du dollar rend moins concurrentielles les exportations du secteur manufacturier. Sur le plan de l’emploi, notons qu’entre le 1er janvier 2005 et le 1er janvier 2006, il s’en est créé 414 300 hors du secteur de la fabrication au Canada. Toutefois, la création nette d’emplois s’élève à 269 300, puisqu’elle cache une perte de 145 000 emplois dans le secteur de la fabrication au cours des douze derniers mois. De ce nombre, 33 300 ont été perdus au Québec et 80 200 en Ontario. Au total, c’est 6,4 % des emplois du secteur de la fabrication qui a été éliminé…
