Proposant une approche cognitive « élargie » qui intègre à l’analyse de l’action publique le pouvoir instituant des citoyens ordinaires, cet article s’attache à saisir comment peuvent s’institutionnaliser de nouvelles règles du jeu autour d’un problème controversé. Il interroge plus précisément le développement d’une mise en forme plus libérale de la consommation de drogues en France et au Canada. Incorporant des savoirs experts, les dispositifs français de prévention proposent un changement de faible portée, tandis que le Canada voit émerger des dispositifs plus innovants s’appuyant sur les savoirs d’usage, sans toutefois conduire à une remise en cause de l’étiquetage des consommateurs comme « population à risque ».
