Abstract
À l'occasion d'une étude sur trois politiques innovatrices lancées par le gouvernement canadien, James Desveaux, Evert Lindquist et Glen Toner (1994) ont suggéré que l'élaboration de ce genre d'interventions (innovatrices) doit être déléguée à des organismes fonctionnant selon le modèle d'une adhocratie administrative temporaire, une structure d'organisation conceptualisée par Henry Mintzberg (1982). Le présent texte vise principalement à évaluer l'application de cette suggestion au sein de l'administration publique québécoise, en abordant la structure organisationnelle du Bureau des changements climatiques du Québec, un organisme détenant la responsabilité de développer une intervention innovatrice que se prépare à lancer le gouvernement de la province (la Stratégie québécoise sur les changements climatiques). En 2004, dix membres de ce bureau ont été rencontrés dans le cadre d'entrevues semi-dirigées. Nous faisons la démonstration que le Bureau, confronté à la fois à des travaux d'innovation et de prestation de services professionnels (routines), présente une structure hybride combinant les caractéristiques d'une adhocratie administrative et d'une bureaucratie professionnelle, une autre forme d'organisation conceptualisée par H. Mintzberg.
