Abstract
Based on the common definition of what constitutes a Social State, this article analyzes its reconfiguration through the study of social intervention practices such as organization (in Quebec) and intervention (in Catalonia). From the transformation of these practices and their contexts marked by the «crisis» and austerity policies, the authors trace the contours of a social state in the process of being redesigned. The actors of the community act as pivots between public institutions and the «community». The emergence of new actors, such as private foundations or groups from social movements, modifies the conception of public policies and displaces the limits of the social State. In contexts where it weakens, collective responses to social problems are socially creative.
