L’Union européenne face à la chimère du gouvernement économique européen

Abstract
Les crises financières, économiques et des dettes publiques des États de la zone euro ont révélé les carences du dispositif européen de gouvernance économique. Pour les circonscrire, des réformes de grande ampleur ont été menées et ont indéniablement mené à une plus grande intégration du pilier économique de l’Union économique et monétaire. Son fonctionnement demeure toutefois largement fondé sur une logique intergouvernementale qui ne permet pas aux États de dépasser la défense de leurs intérêts nationaux. Pour y remédier, nombre de projets sur l’avenir de la zone euro proposent la constitution d’un gouvernement économique de la zone euro qui apparaît comme une véritable chimère de la construction européenne. Elle se concrétiserait, d’une part, par la création d’une union de transferts budgétaires et, d’autre part, par l’institutionnalisation de la zone euro et notamment de l’Eurogroupe.
