Abstract
The North Korean nuclear issue, which, in the early 1990s, was little more than a regional proliferation crisis, has become a global strategic crisis a quarter of a century later. Confronted with Pyongyang’s unflinching determination, the diplomatic efforts made since 1993 have not managed to halt the nuclearization of the security policy of North Korea, which now possesses nuclear weapons and offers little room for maneuver. Following the June 12, 2018 Singapore Summit between President Trump and the North Korean leader, Kim Jong-un, North Korea’s nuclear policy raises the following question: under what conditions can the world live with an additional nuclear state in Northeast Asia?
